IRE is requesting a proposal for redesign of its Web site.

This bid request is for a "first phase" project that focuses on design/fuctionality/creativity of the IRE Web site and includes no programming work. However, bid invitations for subsequent phases may include requests for programming, as well as other enhancements/improvements to the site.
 
Funding for this project is through grant funds that have been awarded and/or are still pending, so it is suggested that you offer your initial bid with that financial situation in mind. Approaching this phase of the project as a "getting your foot in the door" excercise would be a prudent strategy for the successful bidder to utilize.
 
IRE is seeking a redesign that:
 
1 - Creates a home page that makes it easier to find the different departments and centers of IRE through more efficient and, specifically, more creative design and web tools.
 
2 - Makes the entire Web site substantially easier to navigate and reduces the current clutter.
 
3 - Presents a consistent design, look and brand that could be used with IRE hard copy.
 
4 - Creates a site that can continue to add broadcast (both video and radio) features and add interactive
      elements for the training of journalists.
 
5 - Utilizes design features that appeal equally to print and broadcast media and to professionals in both the non-management and management ranks.
 
6 - Creates a retail sales portion of the site that makes purchasing of all IRE products, databases and training sessions an effortless/seamless exercise.
 
While we are aware the total price of a completely re-designed, totally animated, fully retail sales-oriented, aggressively on-line training-capable web site with completely searchable and achievable databases will carry a somewhat hefty price tag, we anticipate the cost of this first phase to be in the four-figure range.
 
We would like to see your proposals, complete with visual examples of some design elements you are considering, by October 30, 2006.
