The state of Tennessee gives $82 million annually to Shelby County to pay the cost of day care for low-income families but few of those dollars reach the children. A Commercial Appeal investigation found that Shelby County day cares use state and federal funds to pay their executives six-figure salaries or to fund personal trips to Europe and Africa.
