America's War Within
America's War Within, led by the Center for Investigative Reporting, deeply examined the first 10 years of the war on terror. There were several findings stemming from work conducted throughout the year. First, a little-known but costly intelligence arm of the Department of Homeland Security did not meaningfully contribute to the war on terror and instead generated reams of "intelligence spam." Second, a private counterterrorism team at the Mall of America ensnared innocent shoppers by reporting them to authorities for "suspicious activity," part of a national initiative promoted by the federal government to college and analyze threat intelligence, much of which has dubious value. Third, local police around the country have stockpiled combat-style equipment with the help of some $34 billion in federal homeland security grants contributing to a "militarization" of law enforcement, even though violent crime is dropping and terrorist attacks are rare.

The 2009 stimulus bill created a program that was supposed to drive development of wind, solar and other renewable energy projects. But when reporter Anne C. Mulkern dug into the grants in lieu of tax credits effort, she uncovered that in many cases, federal money did little to stimulate new business investments.

Under the Radar
Every year the Federal Aviation Administration (FAA) has been given a grant, which then will be distributed to airports. The question is where does this money come from and how is it spent? The answer to the first half is the commercial-airline passengers, who pay the ticket taxes which in turn becomes the grant. The second part of the question is answered by not the improvement of airline travel, but rather the private pilots who fly corporate and recreational planes.

Grants, Graft and Greed at Workforce West Virginia
Mary Jane Bowling, an employee at the Workforce West Virginia office, secretly distributed federal grant money to her son's company, Comar, Inc. Martin Bowling then used the money to pay for travels to conferences that ultimately helped expand his company. Reporter Eric Eyre later exposed an attempted cover-up of the mishandled money by Mary Jane Bowling and her housemate, Christine Gardner, who ran the West Virginia State University's Economic Development Center in Charleston.

A Chief Under Fire

Tribes pull in profits, grants
While Oklahoma Indian tribes earn more money than ever from gaming and other businesses, they continue to collect federal grant funds for housing, medical care, education and other needs at an increasing rate, federal records show. It turns out that there is no formula or relationship between a tribe’s ability to support itself and the amount the federal government decides to give it. Some of these grants, for housing and education, are required by treaties between tribes and the U.S. government, but many are not.
