America's Great State Payroll Giveaway
A state-employed psychiatrist in California made $822,000 by clocking in 17 hours every day last year, including Sundays and holidays. An employee cashed out with $609,000 for unused vacation when she retired, claiming she never took vacations in a 30-year career. A highway patrol officer collected $484,000 in salary, pension and leave payments. The chief money manager at a Texas pension fund got $1 million in salary and bonuses while posting investment returns that trailed those of peers who earned a quarter as much. Bloomberg News used freedom-of-information laws to obtain 1.4 million payroll records from the 12 largest states and show how taxpayers funded these out-of-control expenses and more, while at the same time states cut funding for universities, public safety, health care, schools and services aimed at the neediest residents.

I-Team: Highway Robbery
WCPO's investigative unit exposed widespread theft of traffic fines by court clerks in a local community notorious as a speed trap -- Arlington Heights, Ohio. Bigger than the thefts by a pair of court clerks was the government cover up that persisted for at least a decade. We obtained documents showing two successive police chiefs had warned the mayor and fiscal officer of Arlington Heights that a substantial amount of cash was missing as far back as 2002. Rather than heeding those warnings, the elected leaders of Arlington Heights marginalized both police chiefs, who eventually resigned. Our ongoing investigation has directly resulted in: · Multiple felony indictments against two government employees for theft in office. · Passage and subsequent repeal of an illegal ban on television cameras in public council meetings. · The complete and permanent shut-down of the speed trap on I-75 through Arlington Heights, Ohio. · A call from the county prosecutor for the village to be dissolved and annexed into a neighboring city. · Committee passage of Ohio House Bill 523, eliminating mayors' courts in communities with fewer than 1,000 residents. · The adoption of a new public records policy for the Village of Arlington Heights, conforming with Ohio public records and open meetings laws. Chief Investigative Reporter Brendan Keefe successfully fought against a wall of resistance to obtain public documents and gain access to illegally-closed council meetings.

Who Can Vote? Comprehensive Database of U.S. Voter Fraud Uncovers No Evidence That Photo ID Is Needed
“Who Can Vote?” is the 2012 project of News21, a multimedia investigative reporting initiative funded by the Carnegie Corporation of New York and the John S. and James L. Knight Foundation and headquartered at the Walter Cronkite School of Journalism and Mass Communication at Arizona State University. Twenty-four students from 11 universities across the country worked on the project under the direction of journalism professionals. The project, launched just before the 2012 political conventions, consists of more than 20 in-depth reports and rich multimedia content that includes interactive databases and data visualizations, video profiles and photo galleries. Student reporters conducted an exhaustive public records search and built a comprehensive data base of voter fraud cases that revealed: • Since 2000, while fraud has occurred, the number of cases is infinitesimal. • In-person voter impersonation on Election Day, which prompted 37 state legislatures to enact or consider tough voter ID laws, is virtually non-existent. Only 10 such cases over more than a decade were reported. • There is more fraud in absentee ballots and voter registration than any other category. The analysis shows 329 cases of absentee ballot fraud and 364 cases of registration fraud. A required photo ID at the polls would not have prevented these cases. • Voters make a lot of mistakes, from people accidentally voting twice to voting in the wrong precinct. However, few cases reveal a coordinated effort to change election results. • Election officials make a lot of mistakes, giving voters ballots when they’ve already voted, for instance. Election workers are often confused about voters’ eligibility requirements.

Seattle Police:Vanishing Videos
This story began as a relatively simple venture; how to get copies of police dashboard camera videos to provide watchdog oversight of a police department facing growing criticism. It grew into a major expose of questionable police tactics and a battle for public access to critical public records that is currently before the state Supreme Court. Over the course of a year and a half, KOMO TV’s fight for videos and the video database became a game of strategy and attrition as the Seattle Police Department denied us access to public records at every opportunity. We tried every means at our disposal to get these records including direct appeals to elected officials. Finally, with no other recourse, KOMO TV sued the SPD and the city of Seattle. Only then did we make our fight for these records public. What followed in 2012 was a cascade of stories; people coming forward alleging police misconduct and an attempt to hide the videos that would tell the truth. In addition to KOMO TV’s public records lawsuit, our investigation has prompted state legislators and other open records advocates to pursue changes in state law to ensure these records can no longer stay hidden.

Sun Sentinel: Speeding Cops
A Miami cop in his marked patrol car set off a public fury in the fall of 2011 when a Florida state trooper clocked him going 120 mph to an off-duty job. Turning to technology and a never-before used tool – highway toll records – the Sun Sentinel produced back-to-back investigations documenting widespread police misconduct and the professional solidarity that allowed it to flourish. In "Above the Law," a three-part series published in February, reporters used police toll records to confirm what many South Florida drivers had witnessed for years: cops were among the worst speeders on the roads, taking advantage of the badge and patrol car to ignore the very laws they enforce. "Short Shifted," a two-part series published in December, used those same toll records to detail how many South Florida cops, paid to serve and protect, were regularly leaving their beats and cities before their shifts ended.

D.C. Tax Office Scandal
The District of Columbia struck an unprecedented number of deals behind closed doors this year with prominent commercial property owners who had appealed their tax assessments, reducing the city's tax base by $2.6 billion. The settlements were kept from the public for months until The Washington Post started mining public records and filing FOIAs, which the city routinely denied until the newspaper's lawyers got involved. The Post also learned that city leaders had kept critical internal audits about the tax office in "draft" format to prevent their release under FOIA. Through sources, The Post obtained the undisclosed reports -- along with a dozen other audits that had been kept from public view -- and published the findings for the first time. The series prompted the City Council to change the law to require the tax office to immediately make public all of its reports -- bringing a new level of transparency to a once secretive agency. The Securities and Exchange Commission also launched a probe to see if the city had kept critical findings from audits used to determine bond ratings. The inquiry is ongoing.

Salt Lake Tribune reporting, editorial stance, lobbying efforts to help keep Utah's open record law intact
In the waning days of the 2011 Utah Legislature, lawmakers quietly introduced House Bill 477, a measure designed to dramatically weaken the state's open records law, the Government Records Access and Management Act (GRAMA), in effect for the past two decades. Work done by The Salt Lake Tribune led the way to the recall of HB477.

Birthdates Controversy
Government agencies and legislators in Oklahoma had fought unsuccessfully to make the birth dates of public employees confidential despite state open records laws. The investigation found that the state makes millions of dollars selling birth dates of regular citizens.
