The investigation finds that Carl Russ, the top radio expert in Wisconsin and driving force behind the statewide emergency radio system, has been profiting from the project. The state had been buying a quarter of a million dollars' worth of radio frequencies from his privately owned company -- presenting a conflict of interest for Guse.

Oregon Radio System Failures
In 2005, Oregon launched a $414 million project to build an emergency radio network that would allow public safety officers to communicate to each other in a crisis. This investigation shows that project officials had misled lawmakers and the public about the tremendous cost to the state and falsified progress reports given to the legislature and governor.

"Ethiopian adoptions: Learning the Truth"
This investigation by CBC-Radio found that Ethiopian children who were being adopted by Canadian family were not in fact orphans. Detectives found that the children still had families in Ethiopia and that the Canadian adoption agency based in country were "convincing Ethiopian mothers to put their kids up for adoption."

"Minnesota's Hiring Freeze?"
Minnesota Gov. Tim Pawlenty ordered a hiring freeze for all state agencies in 2008. An investigation by Minnesota Public Radio finds that there were over 5,000 new hires between the time of the governor's announcement and April of 2009. Compared to the number of employees who retired, that means the workforce "grew by 12 people" in a year.
