Before first responders arrive at a 911 call, an emergency dispatcher must measure the need of the situation and send the appropriate resources. The job is critically important and well-regulated through training and certification in many states. But, deaths in Indiana and South Carolina prompted investigations by Sheree Paolello of WLWT and Liz Owens of WRDW, which revealed some dispatchers were inexperienced and unqualified.
