This Washington Post Magazine article investigates how, in order to fight public concern with second-hand smoke, the Tobacco Institute, its PR agents at Fleishman-Hillard and its lawyers at Covington & Burling helped turn a small-time Fairfax businessman into an international authority on indoor air quality and cigarette smoke.
