Village Voice (New York) describes how the North River Water Pollution Control Plant, located in Harlem, is a decades-long exercise in environmental racism, as generations of politicians have allowed the plant to expand in order to keep the wealthier areas of New York clean at the expense of Harlem; the plant makes the entire neighborhood smell, despite promises that it wouldn't, Nov. 9, 1993.
