The Progressive looks at the fastest growing and poorest region in the United States--the half a million people who live in border colonias. The subdivisions lack piped drinking water, sewerage, electricity and other basics. This year, on the recommendation of Texas Attorney General Dan Morales, the state passed House Bill 1001 that would outlaw the development of subdivisions like El Cenizo unless they could meet all the infrastructure requirements.
