Through a deeply flawed process, the city of Dallas is preparing to start work on a giant public-works project: a new $200 million sports arena. The Dallas Observe reveals how the economic benefits of such projects are often exaggerated to justify their expense; how the option of renovating the original Reunion Arena was never seriously studied; how the city hired consultants with close ties to key players in the project; how the site-selection process was a sham; and how the city has been planning to "borrow" $15 million from critically needed street projects because bureaucrats can't figure out how to finance the arena without seeking voter approval.
