Description

Over the last few years, 48 states have become official sponsors of some form of gambling. Usually, the claim is that high-rollers--or at least tourists from out of state--will come in and provide jobs, tax revenue and maybe a little glamour. The people gambling away money today with state encouragement aren't glamourous tourists, they're neighbors. And the games they play are, more often than not, the equivalent of rolling snake eyes.
