Description

The State Journal-Register investigates lax management by the Illinois State Board of Education in its contracting procedures, particularly in implementing a new process for reviewing school performance. The plan itself has nothing that requires schools to improve, despite cries by the legislature and business community for accountability. The state school superintendent took stipends and reimbursements that appeared to exceed established state guidelines and a survey of employees showed plummeting morale. (Aug.-Dec. 1996)
