Federal Assistance Award Data System (FAADS) Updated 4/8/2010 Record count, main table: 702,396 for quarters 1 and 2 of FY2009 FAADS, maintained by the U.S. Census Bureau, contains records of federal assistance awarded to state and local governments as well as all major programs giving transfer payments to individuals, loans, or insurance. More than 1,000 federal assistance programs are covered under FAADS. The data is based upon the fiscal year calendar and collected quarterly by the Census Bureau under mandates of Title 31, Section 6102(a) of the United States Code. All departments and major agencies of the Executive Branch of the federal government with grant-making ability are required to report to FAADS. Because of this, there is a separate record layout for years before 1998 and one for 1998 and later. The pre-1998 data has a reserve field that was added in case an extra field was needed in the future. Some of the records are blank, but most have the agency code listed. You can find a list of these codes in the users' guide. The FAINCNO field is used to locate a specific record. The number may be entered more than once because it is entered each time an increment is paid back. If you want to know more about this record you can query the program number at www.cfda.gov and look up the program. Contact information will be listed. Call one of those numbers, give them the FAINO, and they can look up the record. Also the FYQC field is supposed to be filled only when the CLI field lists either a "C" or an "L". If an "L" is entered then that is the first time the record has appeared If "C" is entered then theoretically the record should appear in a previous quarter, however, in most cases it does not. To find more information about records that appear this way contact the agency. If anything else is entered in this field, then it may simply be due to dirty data. In FAADS01 "2" and "F" are entered several times. Also, in FAADS00, "5" is entered 1,226 times. TOAT refers to the type of assistance in the Catalog of Federal Domestic Assistance (CFDA). You can view CFDA at www.cfda.gov. The FFS, NFFS, TFS fields will either be blank or have a minus sign. A minus sign in one of these fields means the amount has been deobligated. NICAR created three new fields, FED_AMT, NON_AMT and TOTAL_AMT that convert the amounts listed to their obligated or deobligated (-) numeric values.
