Justice By Geography
Years after the 2000 Gang Violence and Juvenile Crime Prevention Act passed in California, Orange County-area prosecutors "top the list of district attorneys who most use the discretionary waiver to charge teens as young as 14 as adults." The original act was meant to "target hardcore gang members and juvenile offenders who commit heinous, violent crimes." Among the stories is the tale of Rene Garcia, who faces a life sentence for murder, even though he did not pull the trigger.

City Court Costs
The Advocate revealed, one judge missed the equivalent of seven months of work in a 26-month period, and three of the four other judges also were frequently absent. During many of their absences, they hired friends, other associates and the brother of one judge to fill in for them, at public expense. The judges frequently traveled to resorts to attend conferences that had little or nothing to do with their duties as city judges. Several of the judges bought expensive, unnecessary, furnishings and office accessories at public expense.
