Scripps Howard News Service reports on the 7,500 junveiles in adult jails at any time, their conditions of confinement and how a loophole in federal law allows jails in 29 states to house juveniles with adults.

Struggling to Understand
The story takes an investigative look at the personal struggles of the recent suicide victims in a small seaside New Jersey town and examined how the school and community at large responded to what is for New Jersey an unprecedented public health crisis. While each case involved a unique set of circumstances, the reporters found that a history of mentalillness, alcohol and drug abuse -- and a community all to willing to turn a blind eye to teen substance abuse -- played a role in the majority of the deaths.

A Horrible Answer
Fire years into massive reforms, Washington, D.C.'s pledge to create a more compassionate juvenile justice system remains unfulfilled, and youth in the custody of the city are killing and dying at epidemic proportions. This series looked comprehensively at the statistics and the stories behind a year's worth of deadly violence among juveniles in the custody of the Department of Youth Rehabilitation Services (DYRS), in most cases because they had a juvenile criminal record. Reporters found that during the year they studied, one in five homicides in the city involved a youth in the custody of the city as either a victim or a suspect.
