Description

This investigation explored the use of peer restraints in Missouri’s juvenile corrections facilities. It found that almost every restraint in these facilities is carried out by other children in the facility. Kids cannot opt out of the restraints, and some are injured in the process. Our investigation found that the policy had been in place for years, but most people, even parents, were not aware of it unless their children told them.
