In a four-month investigation, The Star-Ledger found a patronage system run amok. Of the 32 top officials in the county and city, 27 had relatives on public payrolls. Some $4.8 million in patronage jobs were found, inclucding 100 relatives at a cost of $3.7 million. (July 2 & 3, 1995)
