The Nation takes a close look at the California prison situation and how "three strikes, you're out" and endless prison building would break the bank in California and nationally. But now Gov. Pete Wilson and others think they've found a way out: inmate labor. Since 1990, 30 states have legalized the conracting out of prison labor to private companies. Prisoners see only about 20 percent of their wages, with the rest getting siphoned off by state governments or private prison managers--mostly for room and board, restitution to victims, family support and taxes.(Jan. 29, 1996)
