Description

The comprehensive test ban (CTB) treaty has been praised as a way to freeze new weapons development among current nuclear powers, putting an end to qualitative aspects of the arms race. However, The Bulletin of the Atomic Scientists suggests that directors of nuclear laboratories may simply be using insistence on "certifying the safety and reliability" of stockpiles to hide an extensive program to build up their capability to design new nuclear weapons.
