This investigation examines the difference in the number of traffic tickets given to black people as compared to the number of traffic tickets given to white people in Seattle. After analyzing numbers from a Seattle Municipal Court database and over 324,000 citations issued in the past five years, Garber found the blacks got more tickets per stop than whites did.
