The Fresno Bee reports on the shortage of credentialed teachers in California schools due to class-size reductions. "In 1999-2000, one in seven of the state's elementary school teachers were uncredentialed." As classroom sizes decreased, the need for teachers skyrocketed leaving college graduates with choices on where to go. As districts use money to lure qualified teachers, it is often the children in poor areas who suffer. To fight back, many districts are using emergency permits to hire promising candidates before they have completed their degree. Reporter Russell Clemings discusses these permits and what state officials are doing to relieve the problems.
