A Wall Street Journal investigation reports on the refurbishing of a giant power plant in Huntington Beach, California, and looks at the potential hazards it poses to the environment. The story looks at the arguments between the facility owner, AES Corp., and the state and the city regulators. The author finds that, as far as the AES project is concerned, the energy crisis has put the local government "between a rock and a hard place."
