I uncovered multiple federal lawsuits against the Belvidere Police Department alleging excessive use of force.Further investigation revealed a pattern indicating the same officers are named in the lawsuits again and again. Through FOIA I obtained dash cam video, audio and records. The records showed that despite multiple complaints made against officers, and rarely are they ever disciplined. By requesting police reports and arrest records, I was able to compile data that showed two officers led the department with resisting arrest charges, even though they had far fewer arrests than most other officers. I tracked down multiple people who accused the department of excessive force and intimidation. Further investigation revealed one officer in particular using K9 force during simple traffic stops. A use of force expert said an outside investigation was warranted and the tactics and behavior of these officers was a red flag.
