The Miami Herald's investigation established how a prominent American bank may have abetted the kind of corruption that undermines democracy throughout Latin America. The stories prompted a Justice Department criminal investigation and changes in U.S. banking regulations. The investigation also revealed that Raul Salinas, the brother of former Mexican president Carlos Salinas de Gortari, had received $50 million from a billionaire cellular telephone magnate in what looked like a kickback for his Mexican telephone licenses. As Mexican prosecutors opened an investigation, the Herald reported a Salinas transaction that involved a Mexican television tycoon at the time of the privatization of a government-owned television network.
