Ever since the IBP meatpacking plant opened in 1980 in Garden City, Kans., jobs there have been filled by the same people who take dirty and potentially crippling jobs elsewhere in the United States: immigrants. The result is that Garden City has become something of an emblem, a ready-to-hand miniature of the impact of immigration on American society.
