Widely used crime statistics compiled by the FBI may not be as accurate as they seem. Police departments may "define crime down," meaning that many offenses don't make it into a city's crime totals. Panelists will discuss how this happened in Dallas, Detroit, and elsewhere and how journalists should monitor practices in their areas.
