Our investigation revealed current Texas law allows a caretaker to continue to care for the intellectually disabled while appealing an abuse, neglect or exploitation finding. State regulators do not have the authority to suspend the caretaker during that appeals process.Furthermore, the investigation found a system designed to protect medical privacy actually put lives at risk.
