The story was prompted by the rash of racehorse deaths at Santa Anita Park in California. Pennsylvania is a major racing state, and one that had a major cheating scandal a few years ago. This story used state records to show exactly how many racehorses die in Pa., while looking at impacts of reforms passed as a result of the cheating scandal.
