The story about jailers profiting from e-cigarettes showed how several elected Kentucky jailers had capitalized on the e-cigarette boom, either by forming companies that sold vaping products to inmates in other jails, or by handing off lucrative business in their own facilities to friends and family. Profits from e-cigarettes often outweighed health concerns for thousands of inmates in Kentucky, our reporting showed. And we found that the state’s jailers had successfully fought the few proposed health measures that would have put such business in peril.
