For the first time, NBC 5's investigation laid bare the fact that Chicago’s Office of Emergency Management and Communications – the office that oversees the entire 911 system for the nation’s third-largest city – did not allow Internet access for each of its dispatchers to use if a caller didn’t know his or her address – or wasn’t in shape to give their address – or was perhaps unconscious.
