Common Cause Magazine discusses how the Reagan Administration reinterpreted the Fifth Amendment to require the federal government to pay private citizens not only fair market value for seized lands, but also the value of the lands if they were fully development; the resulting sky-rocketing costs were then used by Attorney General Ed Meese and others in attempts to redefine all aspects of government regulation from public lands use to environmental concerns; Reagan-appointed judges are still carrying out this philosophy, Summer 1994.
