The Tribune Review finds that the rent-to-own industry in southern Pennsylvania preys on poor people, minorities and welfare recipienst. The investigation revealed that the stores often charge more than 200 percent interest on items and use heavy-handed tactics to colect money, Oct.9, 1994.
