The Minneapolis Star Tribune series investigates irregularities that it found in the awarding of a contract to a developer. The head of the Minneapolis Community Development Association (MCDA) apparently awarded a contract to an architectural firm without the City Council's approval and without allowing other firms to bid on the project; acontroller for the agency was fired for raising questions about the contract. Another series looks at the purchase of a brewery; however, the brewery has not been operating since it was purchased. The series notes that this is an example of the kind of costly attempts by the city council to enhance development, Oct. 27, 31, 1993.
