The News Tribune conducted a computer analysis of DWI arrest records in order to investigate the performance of every police agency in the state. The analysis showed that the police agencies experienced a drop in the number of DWI arrests in 1993. Police attributed the drop to the fact that the system for arresting and prosecuting drunk drivers was too cumbersome and unreliable, Jan, 30 - 31, 1994.
