A candidate for Illinois Gov. campaigned on a plan to raise taxes for public education while moving school funding from property taxes to income taxes. While it was well known that the plan would increase funding in poorer districts, The Chicago Reporter's analysis showed that wealthy suburban districts also would have gained.
