Wne the newly-elected county coroner took office in Indianapolis in 1993, he vowed to improve ope3rations and cut costs to taxpayers. He would do so, he said, by hiring his own staff and canceling a longstanding contract under whcih autopsies were performed by Indiana University forensic pathologists. Through it all, Coroner Manders hadn't managed to save money.
