The Bulletin reports that "Iran's purchases from Russia were to have included a facility for enriching uranium. And it was only the latest of Iran's efforts to acquire a fissile-material capacity... Western intelligence agencies have not discovered clandestine Iranian nuclear weapon facilities, nor have they, in fact, developed irrefutable evidence that Iran has a bomb program. But they have assembled a substantial body of evidence suggesting that, although Iran signed the Nuclear Non-Proliferation Treaty (NPT), it is secretly pursuing a broad, organized effort to develop nuclear weapons."
