"The Arizona Republic, spurred by a 1993 murder spree blamed on two Phoenix teens with long records, tried to find out why the state's hodgepodge system was a revolving door for so many dangerous youth. The Republic found a fragmented system whose component agencies often are at cross purposes, but a system that works reasonably well for all but the most violent youth."
