In the Rio Grande Valley, an estimated 887 colonias dot the region, multiplying even as officials struggle to control their growth... these random collections of mostly rural subdivisions too often fall short of basic needs: Electricity. Safe drinking water. Indoor plumbing. Drainage. Paved roads."
