An investigation by the Patriot-News finds that the director of an obscure state agency, the Capitol Preservation Committee, quietly ensured that her husband received a $25,000, no-bid contract from that agency. The director also worked on the committtee chariman's re-election campaign even through the group is supposed to be non-political. (July 30 - Dec. 3, 1995)
