The Plain Dealer finds that the Ohio Civil Rights Commission is overwhelmed by increasing caseloads and plagued by funding problems, poor personnel practices and low morale, resulting in a dismal job of enforcing the state's anti-discrimination laws. Investigators admit tehy have been dismissing cases with little or no investigation. (Dec. 17 - 20, 1995)
