The Post-Standard finds that while the city of Syracuse raises parking meter rates to help close budget gaps and looks for new ways to (catch) scofflaws, a select group of prosecutors, attorneys, city employees and business people are piling up dozens of tickets and legally getting out of them. The investigation reveals that it is easy for the well-connected to find a judge who will dismiss hundreds of dollars worth of parking tickets for them. (Oct. 20, 1995)
