The Los Angeles Times uncovers a string of scandals in the county's health department, a troubled and expensive bureaucracy at the heart of the county's near-financial collapse. The investigation reveals that supervisors have mortgaged museums, jails, courhouses, libraries, golf courses and even the Hall of Administration in which they meet, county doctors convicted of raud remained in leadership positions and the health department is a mismanaged bureaucracy whose missteps have compromised the quality of treatment and wasted millions of taxpayer dollars.
