The Willamette Week found that despite its polished community image, the Portland Police are slow to discipline problem officers. Police officials ignored their own rules and did not conduct an in-depth review of an officer who had amassed a long record of complaints from citizens and fellow officers. Instead, they left him on the beat and rewarded him by certifying him to rain new officers-and earn extra pay while doing so. (May 31, 1995)
