WTVT-TV found that hundreds of motorists were fraudulently obtaining and, or, using disabled hangtags to park for free, costing taxpayers thousands of dollars and inconveniencing the truely-disabled. WTVT-TV found the state system to be totally archaic. (Feb. 2, 3, Aug. 9 & Nov. 10, 1995)
