The Orange County Register found that Orange County's escape from bankruptcy, a $5.7 billion deal sure to affect classrooms, parks, sewers and police for years, divvies the remains of the investment pool that collapsed--sending 200 public agencies into turmoil. Critics claim too much time was spent behind closed doors making this deal rather than in view of the millions of people it will affect. (April 9, 1995)
