The West Coast REgional Water Authority's Good Neighbor program has fixed about half of the 2,350 wells residents complained were damaged by pumping. But the Tampa Tribune found that while the agency is supposed to repair or replace wells with water-level problems within a two miles of the well-heads, some homeowners were getting no assistance.
