The Wall Street Journal investigates a Korean grocer who illegally employed two poor African-American boys to carry groceries and was fined $1,500 by the Department of Labor who says Brian Choi was guilty of employing underage workers and not paying minimum wage. Although Choi was trying to help the underprivileged boys and give something back to the black community where he runs his store, the Department of Labor shamed him and insisted he pay the boys $5,000 in back wages.
