The Times explores the dual roles that a politically connected partnership played in bringing a waste company to Gary (Ind.) to take over the city's dump. The Triad partnership represented both the city of Gary and Mid-American Waste Services. After Triad's negotiations with Waste Management failed, the partnership brought in its other client, Mid-American, and cut a deal which offered far fewer benefits to Gary than Waste Management offered. Mid-American then secretly paid Triad millions of dollars. (July 21, 1996)
