This series of stories on a firm contracted to study whether San Francisco should have public power showed that the company had a private industry bias and conflicts-of-interest. In addition, members of the firm misrepresented their credentials and prior work to get the contract. The company also produced a shoddy report. The stories also show how city officials beholden to corporate interests can influence the results of important studies by choosing contractors with ties to private interest.
